Mental Health Services Act (MHSA): Progress Report

Community Services & Supports Progress Report - July 2007

Background

In November 2004 California voters passed Proposition 63, the Mental Health Services Act (MHSA). The initiative is designed to transform the public mental health system. The MHSA includes several components of strategies and services that are being rolled out over several years by the State Department of Mental Health. One of the first components, Community Services and Supports, is the first major infusion of new funds into the public mental health system.

After an extensive community input and stakeholder planning process during 2005, a three-year MHSA Community Services and Supports (CSS) Plan was developed, approved locally, submitted to the State Department of Mental Health and approved at the state level. We are now implementing that Plan.

This is a required progress report that Contra Costa Mental Health submitted to the State Department of Mental Health covering the period of July 2006 - December 2006. This report was made available for public comment from May 24, 2007 through June 27, 2007. A public hearing on this report was conducted during the Mental Health Commission's June 28th meeting and comments were incorporated into the final Progress Report.
