Community Services and Supports PlanIn November 2004 California voters passed Proposition 63, the Mental Health Services Act (MHSA). The MHSA is intended to "transform the public mental health system." From December 2004 through November 2005, Contra Costa Mental Health conducted a broad public planning process to develop new services for this first component of the MHSA, Community Services and Supports. A strong stakeholder process guided the planning phase and will continue into program start-up. Additional public input included community forums, focus groups and surveys. The Contra Costa Mental Health Commission held a public hearing on the Draft Community Services and Supports Plan on December 7, 2005. The Final Plan was submitted in December 2005. In February 2006 Contra Costa Mental Health met with the State Department of Mental Health for an in-person review of the plan. DMH then issued a letter to Contra Costa with requested additional information. This additional information was submitted in April and May, and the plan was formally approved in June 2006.
