Medi-Cal

Medi-Cal provides health insurance to low-income families in California.


Which Children & Youth are Eligible?

  • Children birth through age 20
  • For full-scope Medi-Cal, citizenship or legal residency is required
  • Undocumented children and young adults can receive coverage for emergency or pregnancy-related services

State Medi-Cal Website

Healthy Families

Healthy Families is a state program that provides low-cost health insurance for low-income and middle-income children.


Who Is Eligible?

  • Children under the age of 19 who are not eligible for no-cost Medi-Cal
  • Citizenship or legal residency is required

How Much Does It Cost?

Parents pay small premiums each month ($4-$15 per month per child, $45 per month maximum).

Basic Health Care

Basic Health Care is a temporary health coverage program for low-income, uninsured residents of Contra Costa County. All medical care covered by this program must be received at Contra Costa Regional Medical Center or one at our Health Centers located throughout the county.



Who Is Eligible?

  • Residents of Contra Costa who:
    • have incomes no greater than 300% of the federal income guidelines
    • have assets and real property with values within guidelines of the program
    • are not eligible for Medi-Cal or Healthy Families
    • are not members of HMO or PPO health insurance plans
      * Please note: persons who are eligible for restricted Medi-Cal must apply for the restricted benefit.
  • Citizenship or legal residency is not required

How Much Does It Cost?

  • $0-$225 every three months for adults
  • $0-$15 every three months for children 18 years old and younger

Child Health & Disability Prevention (CHDP)

CHDP is a state program that provides assistance with finding medical and dental care for children, scheduling well-child check-ups, shots, and other services if needed.

Who Is Eligible?

  • Children on Medi-Cal ages 0-20
  • Uninsured children up to the age of 19 who are in families with income at or below 200% of the federal income guidelines

How Much Does It Cost?

There is no cost for CHDP services.

Family PACT

Family PACT is a state program that provides family planning services to low-income adults and teens.

Who Is Eligible?

Men and women who meet income guidelines and:

  • Do not have insurance that covers family planning, or
  • Have insurance, but need to keep family planning services confidential, or
  • Have insurance but have not met the deductible or Medi-Cal Share of Cost, or
  • Have limited-scope Medi-Cal coverage that does not include family planning

Eligibility for teens is not based on parental income and by law parental consent is not required.

How Much Does It Cost?

There is no cost for Family PACT services.

Women: Call the Contra Costa Health Services Women's Health Clinics at toll-free 1-877-616-8674 in Contra Costa County.

Men: Call the Contra Costa Health Services STD Clinic at toll-free 1-800-479-9664 in Contra Costa County.

Contra Costa Health Plan

Contra Costa Health Plan (CCHP) serves over 60,000 people living and/or working in the County. CCHP members choose from an extensive network of County-run Health Centers and the Contra Costa Regional Medical Center in Martinez, or the plan's Community Physician Network of private doctors, community health centers and community hospitals.

Kaiser Permanente Child Health Plan

The Kaiser Permanente Child Health Plan is private medical and dental insurance for middle-income children ages 0-18 not eligible for Medi-Cal or Healthy Families. Undocumented children are eligible.
