Draft Capital Facilities Project Proposal for Public Comment
The Mental Health Division of Contra Costa Health Services is seeking public comment regarding its Draft Capital Facilities Project Proposal. The required 30-day comment period began Wednesday, February 17, 2010 and will end Friday, March 19, 2010.

Seeking Membership on new MHSA Information Technology Planning Committee (PDF) Note: Contra Costa Mental Health has spent the past 3 years engaged in a strategic planning process to update its 20+ year old Information Technology (IT) system. This has included a community stakeholder process, development of specifications for a new system and release of an RFP to solicit vendors. As of October, 2008, the process has produced 2 potential vendors. Work on the project is expected to start in 2009. Funds for this project are being requested through the Capital Facilities and Technological Needs Component Proposal. Capital Facilities and Technological Needs Component ProposalExtensive data about new facility needs was collected from Community Stakeholders during the Community Supports and Services (CSS) and Prevention/Early Intervention (PEI) planning processes. That input resulted in the posting of the Capital Facilities and Technological Needs Component Proposal during December 2008 and January 2009. Subsequent to the 30-day community public comment period, a Public Hearing was held by the Mental Health Commission on January 22, 2009. The component proposal was submitted to State DMH, and received approval. The Capital Facilities Project Proposal and the Technological Needs Project Proposal are being developed. BackgroundA "capital facility" is a building secured to a foundation which is permanently affixed to the ground that is used for the delivery of MHSA services to mental health clients and their families or for administrative offices. (State Department of Mental Health) The planned use of the Capital Facilities and Technological Needs funds should produce long-term impacts with lasting benefits that move the mental health system towards the goals of wellness, recovery, resiliency, cultural competence, prevention/early intervention, and expansion of opportunities for accessible community-based services for clients and their families which promote reduction in disparities to underserved groups. These efforts include development of a variety of technology uses and strategies and/or of community-based facilities which support integrated service experiences that are culturally and linguistically appropriate. Funds may also be used to support an increase in peer-support and consumer-run facilities, development of community-based, less restrictive settings that will reduce the need for incarceration or institutionalization, and the development of a technological infrastructure for the mental health system to facilitate the highest quality, cost-effective services and supports for clients and their families.
