What’s New in Detention Health
West County Re-Entry, Treatment, and Housing (WRTH) Facility
Contra Costa County is constructing a new facility at the West County Detention Facility (WCDF) in Richmond to support existing inmate patients and update the infrastructure. This upgrade, named the West County Re-Entry, Treatment, and Housing (WRTH) facility, will enhance inmate patient services by:
- Decompressing existing facilities and relocating some patients from Martinez Detention Facility (MDF) and WCDF to the 272 bed WRTH facility.
- Providing new space for medical, dental, mental health and other healthcare services for high-security patients.
- Supporting re-entry, family reunification, and workforce readiness programs.
CalAIM (California Advancing and Innovating Medi-Cal) Justice-Involved Initiative
Contra Costa County is actively preparing to launch CalAIM Justice-Involved Pre-Release Services in October 2026, a transformative initiative designed to improve health outcomes and support successful reentry for individuals transitioning from incarceration back into the community.
The CalAIM Justice-Involved Initiative provides targeted Medi-Cal services up to 90 days prior to release from prisons, jails, and youth correctional facilities. Its primary goals are to:
- Ensure continuity of health care coverage
- Connect individuals to physical and behavioral health services
- Support community reintegration through access to medications, durable medical equipment, and care coordination.
Already Live: Medi-Cal Application Support
Contra Costa County has been live with the CalAIM Medi-Cal Application Process since January 2023, providing in-custody assistance with Medi-Cal insurance coverage. This early implementation ensures that individuals are connected to care and coverage before release, laying the foundation for a healthier and more stable reentry.
Pre-Release Services to be offered by Contra Costa Detention Health
As part of this initiative, Contra Costa Detention Health will provide a comprehensive suite of Pre-Release Services, including:
- Reentry care management services
- Physical and behavioral health clinical consultation services provided through telehealth or in person, as needed, to diagnose health conditions and provide treatment
- Laboratory and radiology services
- Medication Assisted Treatment (MAT) services
- Medication and medication administration
- Support for medications and durable medical equipment at release
