Basic Health Care Program

Basic Health Care (BHC) is a health program for low-income, uninsured people who live in Contra Costa County regardless of their documentation status. Medical care by this program is provided at Contra Costa Regional Medical Center or at one of our Health Centers located throughout the county.
BHC covers basic health care needs, including:
- Visits with a health provider
- Approved prescription and over-the-counter medicines
- Emergency or urgent care
- Hospitalization
A similar program is available through the Aliados Community Health Clinics at Brighter Beginnings, LifeLong Medical Care, and La Clinica de La Raza. Please contact any of those clinics to learn more.
Public Charge: Currently, enrollment in this program is NOT be considered as part of a public charge assessment for immigrants. If you have any legal concerns, please consult a legal expert before applying.
Who Is Eligible
People living in Contra Costa who:
- Have a gross household incomes between 139% to 300% of the Federal Poverty Level (FPL).
- Are not eligible for Medi-Cal or any other health insurance.
- Are not enrolled in a Health Maintenance Organization (HMO) or Preferred Provider Organization (PPO) health insurance plans.
Please note that children under 19 years of age who are eligible for restricted Medi-Cal must apply for the restricted benefit.
How to Apply
Application/Eligibility Screening
Call (800) 771-4270 (toll free 7 a.m. - 5 p.m., Monday through Friday) to speak to a Financial Counselor for an initial screening. If it is determined you may be eligible, you will be mailed an application and a letter requesting additional documentation.

Financial Assistance Programs
Contra Costa Health (CCH) is dedicated to improving the health of all residents, especially those who are most vulnerable. To assist qualifying uninsured and underinsured individuals, CCH has established a Charity Care Program and a Discount Payment Program that provide access to free or discounted medical care.
