Request for Proposals: Youth Substance Use Treatment Services
Behavioral Health invites proposals from organizations interested in improving the lives of young people in Contra Costa, by providing culturally and developmentally appropriate substance use disorder outpatient treatment services to teens and Transition Age Youth. We encourage all contract agencies to apply and join our efforts to build a healthier and safer Contra Costa.
California Senate Bill 43
California Senate Bill 43 (SB 43), effective January 1, 2026, updates the Lanterman-Petris-Short (LPS) Act by expanding the definition of “grave disability.” The new criteria include individuals with severe substance use disorders or co-occurring mental health and substance use disorders, and those unable to manage personal safety or necessary medical care.
This topic was recently presented at the February 4 Behavioral Health Board (BHB) meeting.
Contra Costa Behavioral Health Announces Selected Applicants for Measure X Funded Mental Health Services
Contra Costa Behavioral Health (CCBH) has announced the selected organizations that will move forward in the contracting phase for providing Measure X funded mental health services to various populations in Contra Costa County. The selected applicants will now enter contract negotiations to finalize their service plans. The draft Mental Health Services Act (MHSA) Three-Year Program and Expenditure Plan for Fiscal Years (FY) 2025-26 Annual Update document has been posted for 30-day public comment and review. The 30-day Public Comment period runs from August 21 through September 20, 2025.
This document also includes the Prevention and Early Intervention (PEI) Annual Report, and the Innovation Annual Report for Fiscal Years 2023-2024.
