Behavioral Health Services Act (BHSA)
The Mental Health Services Act (MHSA), passed in 2004, revolutionized the public mental health system. In 2024, Proposition 1 redesigned the MHSA into the Behavioral Health Services Act (BHSA) and created funding for behavioral health treatment facilities. The new BHSA, which goes into effect 7/1/26, is one of the cornerstones for Behavioral Health Transformation (BHT) in California. This transformation includes:
- New statewide goals,
- Establishment of priority populations to be served,
- Identification of required evidence-based practices,
- Resources for housing and employment, and
- Inclusion of services for both mental health and substance use conditions.

Public Comment for Integrated Plan
The draft Behavioral Health Services Act (BHSA) Three Year Integrated Plan for Fiscal Year 2026/2027 through Fiscal Year 2028/2029 was posted for 30-day public comment and review. The 30-day Public Comment period extended from November 10, 2025, through December 10, 2025.

Public Hearing
Following the conclusion of the 30-day public comment period, Contra Costa’s Behavioral Health Board will host a public hearing. The details of this meeting will be announced by the Behavioral Health Board.

Community Planning
Contra Costa County BHS hosted 62 community engagement events, including public town halls, community conversations, and key informant interviews. Additionally, over 650 responses were collected through English and Spanish surveys. These efforts were aimed to gather input on strengths, needs, and priorities from representatives of 29 out of the 30 DHCS-required stakeholder groups.
