Housing and Urban Development (HUD) Continuum of Care (CoC)
Description: The CoC Program (24 CFR part 578) is a program of the federal Department of Housing and Urban Development, designed to promote a community-wide commitment to ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house the homeless and minimize the trauma and dislocation caused by homelessness; to promote access to and utilization of mainstream programs by the homeless; and to optimize self-sufficiency among those experiencing homelessness.
2025 CoC Program Competition
The FY 2024–2025 CoC Program Competition Priority Listing has been finalized and approved for submission to the U.S. Department of Housing and Urban Development (HUD).
For this competition process, only one new project application was submitted limited reallocated funding. A non-conflicted Review & Rank Panel reviewed and scored the application and concluded that the project is eligible to be included in the priority listing. Note that per HUD guidance, Special NOFO renewal projects that meet specific criteria are to be included in the priority listing as well, though the included project was not reviewed or scored by the Review and Rank panel during this process.
On February 4, 2026, the designated Council on Homelessness (CoH) Representative reviewed and formally approved the Priority Listing, authorizing its submission and recommendation to HUD as part of the FY 2024–2025 CoC Program Competition.

2024-2025 CoC Program Competition Priority Listing

On January 9, 2026, HUD re-issued the FY24-25 Continuum of Care (CoC) Program Notice of Program Opportunity (NOFO). This follows a recent Court Order requiring HUD to withdraw the FY 2025 NOFO (originally released in November 2025) and re-issue the two-year 2024-2025 NOFO, which was originally released back in July 2024 and intended to cover a 2-year period.
Key Components of the FY 2024-25 NOFO
- Eligible renewal grants awarded during the FY 2024 - 2025 NOFO Program competition may renew projects as currently funded or choose to reallocate funds.
- HUD has not made separate funding available for NEW projects. As a result, the only funding available for new projects in Contra Costa County is through local CoC reallocated dollars, which totals $299,472 for this competition.
Eligible New Projects
Due to the abbreviated competition timeline, the limited reallocated funding available, and the expectation that HUD intends to move away from funding permanent housing projects in future competitions, the following local policies were adopted by the Council on Homelessness Funding Committee on 1/22/26 for this competition:
- The only eligible project types for the limited reallocated funds are expansions of Coordinated Entry (CE) and Homeless Management Information System (HMIS) projects.
- As the long-standing administrator of CE and HMIS projects in Contra Costa County CoC, the Collaborative Applicant, H3, will be the sole eligible applicant for the limited reallocated funding.

Timeline
- Friday, January 30 at 12pm: Deadline for new project [for limited reallocated funding] local application form and draft of e-snaps project application (please note that HUD has yet to release detailed instructions for e-snaps project applications)
- Tuesday, 2/3: Review and rank panel meeting, preliminary priority listing released
- Wednesday, 2/4: Priority listing approved by Council on Homelessness designee
- Thursday, 2/5: Applicant hits submit on e-snaps project app (after incorporating any Homebase feedback)

On Thursday, November 13, 2025, HUD released its Notice of Funding Opportunity (NOFO) for the 2025 Continuum of Care (CoC) Program Competition. This public solicitation letter and Homebase’s summary of HUD's Notice of Funding Opportunity (NOFO) includes significant changes from previous years.
If you are interested in applying for this funding, please join us for the Contra Costa CoC's mandatory informational Technical Assistance (TA) Workshop on Wednesday, December 3, 2025 from 1:00 - 3:30 p.m. via Zoom. This workshop will provide attendees with an overview of the local application process, including instructions for completing the local and e-snaps project application. We encourage all organizations interested in applying for CoC funding to attend, including organizations that have not previously received CoC funding.

2024 CoC Program Competition
The 2024 Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) Consolidated Application is now available. This consists of the Contra Costa CoC Application and Priority Listing, which will be submitted as the 2023 CoC Consolidated Application for the Contra Costa CoC. The CoC Application and Priority Listing are posted online for review by the public and all stakeholders in the homeless system of care, including any experts or community members who have feedback they would like to share with the CoC prior to submission on Tuesday, October 29, 2024. Homeless Housing, Assistance and Prevention (HHAP) Program Round 5
Through the California Interagency Council on Homelessness, HHAP-5 is established for the purpose of organizing and deploying the full array of homelessness programs and resources comprehensively and effectively, and to sustain existing federal, state, and local investments towards long-term sustainability of housing and supportive services. To accomplish these goals, HHAP-5 requires applicants to create and implement Regionally Coordinated Homelessness Action Plans. Applicants are required to complete the following processes to develop, submit, and publicly post their HHAP-5 applications.
